KSAMC REAFFIRMS RIGHTS-BASED APPROACH IN ENGAGEMENT WITH HOMELESS COMMUNITY AHEAD OF HURRICANE MELISSA

In light of public concern regarding the relocation of homeless individuals across the Municipality, the Kingston and St. Andrew Municipal Corporation (KSAMC) wishes to reaffirm its commitment to a rights-based and compassionate approach in all engagements with members of the homeless community.

As the city prepares for the potential impact of Hurricane Melissa, KSAMC personnel, supported by relevant agencies, have been actively encouraging homeless individuals to relocate to designated shelters for their safety. These efforts are focused on persuasion, care, and respect for human dignity.

The Corporation emphasizes that it does not have the legal authority to forcibly remove anyone from public spaces. All actions are guided by the directives of the Board of Supervision, under the Ministry of Local Government and Community Development.

In situations where an individual poses a danger to themselves or others, or where life-threatening circumstances exist, the KSAMC may escalate the matter to the relevant national authorities, including the Jamaica Constabulary Force (JCF) or the Jamaica Defence Force (JDF), in accordance with national emergency response and public safety protocols.

The KSAMC continues to work closely with the Poor Relief Department, the Board of Supervision, and emergency management agencies to ensure that the city’s most vulnerable residents are protected during this period
