Receptionist

Summary of Duties
Serving visitors by greeting, welcoming, and directing them appropriately; notifying the Council’s personnel of visitor arrival; providing information on the Council’s service, programmes and projects, when requested; answering telephone in a polite manner, providing relevant information to callers and directing calls to the relevant Officers.

Qualifications and Experience
Four (4) CXC subjects including English Language and a numeric subject.
4-6 weeks experience in a similar position would be an asset

Grave Digger


Summary of Duties:

Under the supervision of the Superintendent (Cemeteries), the incumbent is required to dig graves for burials and maintain cemetery grounds.



Core Responsibilities

1) Prepares graves and maintains cemetery grounds: Locates grave site according to section, lot, and plot numbers, and marks area to be excavated.

2) Removes sod from gravesite using shovel.

3) Digs grave to specified depth, using pick and shovel.

4) Places concrete slabs on top and around grave to line it.

5) Mixes and pours concrete to construct foundation for grave marker, using premixed concrete, wheelbarrow and hand tools.

6) Positions casket-lowering device on grave, covers dirt pile and sod with artificial grass carpet, erects canopy, and arranges folding chairs to prepare site for burial service.

7)  Builds wooden forms for concrete slabs, using hammer, saw and nails.

8)  Sets grave marker in concrete on gravesite, using shovel and trowel.

9) Cuts/mows grass, using hand/power mower or machete.

10) Prunes shrubs, trims trees and plants flowers and shrubs on grave, using  hand tools.

11) Removes leaves and other debris from graves, using rake

Any other duty assigned from time to time.


REQUIRED QUALIFICATION AND EXPERIENCE

Education up the level of grade 9 Ability to read and write

Ability to communicate effectively with others At least three (3) months on the job training

Knowledge and usage of various digging techniques and work tools

Salary: $9,405 –$10,641 per week

Market Clerk


Summary of Duties:

Under the general direction of the Kingston and St. Andrew Municipal Corporation, through the Director of Operations, the Market Clerk is responsible for the collection of market fees and proper recordkeeping


Core Responsibilities

► Assisting the Market Manager in maintaining good public relations with all market clients

► Collecting market fees from vendors in an efficient manner and issuing receipts to vendors for same with particular emphasis on details such as:

                     Vendor’s Name
                     Shop/Stall/Spot number
                     Week ending
                     Vendor’s License number
                     Assessed Fee
                     Amount Paid
                    Balance

► Preparing daily accounts and reports

► Being accountable for cash received, handing over same to the Market Manager in a timely manner along with the Daily Return Report Form

► Performing any other duties that may be assigned by the Supervisor from time to time

Qualification and Experience

►   A minimum of four (4) CXC subjects including mathematics and a numeric subject

►   Certificate/Diploma in Business Management/Administration or Management Studies from a recognized tertiary institution

► At least two (2) years working experience in customer service or related field.



Salary: $600,370 to $713,651 per annum

Planning Officer


Summary of Duties:

Under the general supervision of the Director of Planning, the Planning Officer assists in facilitating the sustainable development of the Municipality in accordance with the appropriates statues, regulation, by-laws and policies such as, Town and Country Planning Act, Building Act, Control of Advertisement Regulation, Local Improvement Act, Developers and Investment Manual etc.


Core Responsibilities

a. Attending meetings with government agencies and other stakeholders as a representative of the Director of Planning and/or the Council.

b. Attending committee meetings, forums etc. and when required make representation on planning matters, provide guidance and respond to queries.

c. Liaising with the public on matters related to proposed development of land or applications that are being processed, provide advice and guidance.

d. Promoting customer-focused practices and standards; execute duties that facilitate the achievement of service performance targets.

e. Processing applications for subdivisions, planning and building approval, advertisements and restrictive covenants, including checking validity; undertake consultations, site visits and negotiate on matters relating to development.

f. Preparing draft reports and make recommendations to the Director of Planning, key stakeholders and other persons on planning and development matters.

g. Assisting with enforcement of Planning controls and regulations by investigating and preparing breach reports; being the primary witness at court hearings and enforcement matters.

h. Utilizing the AMANDA to process development applications

i. Updating of data related to the Local Sustainable Development Plan; collaborate with Ministries, agencies and other stakeholders on matters relating to development plans.

j. Collaborating with other technical officers and team members (e.g. City Engineer, building and planning officers) on planning and development related matters.

k. Performing any other duty assigned by the Director of Planning. From time to time in the exigencies of the service


Qualification and Experience
► A Bachelor of Science Degree in Urban & Regional Planning / Geography

► Must have sound knowledge of the various development application processes
►    Experience in interpreting maps, subdivisions, building plans and other spatial         plans.
►    At least one (1) year related experience in a similar field


Salary: $1,593,000 - $1,890,000 per annum
Motor Vehicle Upkeep Allowance: $894,924 per annum
(The holder of this position is required to possess of a valid driver’s license and a reliable motor vehicle).
