Summary of Duties

Qualifications and Experience

Summary of Duties:

Under the general supervision of the Director of Planning, the Planning Officer assists in facilitating the sustainable development of the Municipality in accordance with the appropriates statues, regulation, by-laws and policies such as, Town and Country Planning Act, Building Act, Control of Advertisement Regulation, Local Improvement Act, Developers and Investment Manual etc.

Affixing signature in receipt of Restrictive Covenant applications from the CEO’s office.  Sort said applications via Court dates assign to Planning Officers for inspection and also file.

Preparing Agenda and Notices for meetings.

Recording minutes of meetings, reproducing and circulating same

Receiving and file daily list of Applications received from the Registry on the (Ground floor).

Monitoring stationery/office supplies and request as needed.

COMPLIANCE OFFICER (PROPERTY TAX)

Summary of Duties
The incumbent is responsible for ensuring that property owners are in compliance with the payment of Property Taxes and Trade Licenses. This involves ensuring that work is properly planned and effectively executed so as to facilitate the collection of delinquent taxes.  Also, s/he is responsible for securing voluntary compliance with the Tax Laws and Regulations.

Qualifications and Experience
Ø  A minimum of four (4) CXC subjects including mathematics and a numeric subject

Ø  Diploma in Business Management/Administration or Management Studies from a recognized tertiary institution

Ø At least four (4) years working experience in customer service or related field.

List of Duties:

1. Determine the manner in which to resolve a variety of delinquency cases.  This includes:

-  identifying the specific issues involved;

- planning the number and kinds of approaches and steps necessary to execute the      plan for each collection effort;

- adjusting the approach and method according to conditions encountered in         completing the case.

2. Contact taxpayers for the collection of delinquent taxes and initiate corrective action based on taxpayers' statements or records.

3. Execute notices of levy, prepare and serve summonses when taxpayers neglect or refuse to satisfy liabilities.  

4. Conduct seizure and sales of real and personal property after equity of government has been determined.

5. Execute releases of property rights seized under levy.

6. Interview taxpayers and/or their representatives concerning all types of unpaid property tax liabilities.

7. Obtain information from third party sources and a variety of leads in locating non-compliant taxpayers.

8. Secure full payment of tax liability or make other approved arrangements based on an     assessment of the taxpayer's financial status.

9. Maintain records of cases that cannot be collected there by providing a history of case activities, which could affect subsequent investigations.  

10. Maintain work-papers consistent with completed activities.

11. Initiate requests for adjustments to taxpayers' accounts as appropriate.

12. Investigate and inform supervisor of status of unusual processes and recommend appropriate actions.

13. Procure necessary witnesses or documentary evidence to sustain government’s position.

14. Undertakes surveys to determine the number of entities required to pay Trade Licenses within the jurisdiction.

15. Monitor to ensure compliance by required entities.

16. Undertake required actions to ensure payment by non-compliant Traders.

Summary of Duties:

Operate the KSAMC’s telephone system/switchboard to direct incoming, outgoing and interoffice calls.  Take accurate messages where appropriate.


Core Responsibilities

1.  Be the first point of contact for inbound calls and queries

2. Maintain a response rate in terms of answering calls within three (3) rings

Planning Officer


Summary of Duties:

Under the general supervision of the Director of Planning, the Planning Officer assists in facilitating the sustainable development of the Municipality in accordance with the appropriates statues, regulation, by-laws and policies such as, Town and Country Planning Act, Building Act, Control of Advertisement Regulation, Local Improvement Act, Developers and Investment Manual etc.


Core Responsibilities

a. Attending meetings with government agencies and other stakeholders as a representative of the Director of Planning and/or the Council.

b. Attending committee meetings, forums etc. and when required make representation on planning matters, provide guidance and respond to queries.

c. Liaising with the public on matters related to proposed development of land or applications that are being processed, provide advice and guidance.

d. Promoting customer-focused practices and standards; execute duties that facilitate the achievement of service performance targets.

e. Processing applications for subdivisions, planning and building approval, advertisements and restrictive covenants, including checking validity; undertake consultations, site visits and negotiate on matters relating to development.

f. Preparing draft reports and make recommendations to the Director of Planning, key stakeholders and other persons on planning and development matters.

g. Assisting with enforcement of Planning controls and regulations by investigating and preparing breach reports; being the primary witness at court hearings and enforcement matters.

h. Utilizing the AMANDA to process development applications

i. Updating of data related to the Local Sustainable Development Plan; collaborate with Ministries, agencies and other stakeholders on matters relating to development plans.

j. Collaborating with other technical officers and team members (e.g. City Engineer, building and planning officers) on planning and development related matters.

k. Performing any other duty assigned by the Director of Planning. From time to time in the exigencies of the service


Qualification and Experience
► A Bachelor of Science Degree in Urban & Regional Planning / Geography

► Must have sound knowledge of the various development application processes
►    Experience in interpreting maps, subdivisions, building plans and other spatial         plans.
►    At least one (1) year related experience in a similar field


Salary: $1,593,000 - $1,890,000 per annum
Motor Vehicle Upkeep Allowance: $894,924 per annum
(The holder of this position is required to possess of a valid driver’s license and a reliable motor vehicle).
